we found it best to insert the 1st 6 tubes againt one long end of the outer frame and **secure with Med or Large binder clips** to the outside frame. then add next 6 tubes to opposite long end of the outer frame; again, securing with binder clips. the last 6 tubes are inserted as the middle row. it helps if you stick your arm as far as you can down each tube and push it flush to the exterior of the frame so they all fit. MUCH easier assembly with 2 people; goes faster, too. the black plastic strip to protect the outer flap is a nice touch but very difficult to put on. we had to stretch the plastic out first with a letter opener so it would actually slide on. not the easiest assembly, but do-able and probably worth the trouble. office is much neater now and we didn't have to pay a fortune. don't care that it's carboard b/c it's in a closet.
I would not purchase this product again!

The interior tubes were difficult to assemble together. Product is definitely overpriced.
